Materials:
large craft sticks
white paint
black paint
black marker
colored construction paper or felt
Paint bottom half of 6 craft sticks white. Once they are dry, paint the top half white.
Another craft stick, painted all black will go across the top (right above the eyes) at a slight angle to create the hat. A strip of red construction paper or felt will go directly above this. Add a star or other design to the hat. Use a black marker for the eyes and mouth. Orange construction paper or felt will work well for the carrot nose.
